To mark the 25th anniversary of the diplomatic relations between the Republic of Latvia and the Kyrgyz Republic, Latvijas Pasts and Kyrgyz Express Post, which is the official postal operator of Kyrgyzstan with the right to issue stamps, make a simultaneous joint stamp block release in honour of this event. The first day cancellation of the new philatelic release is scheduled to take place in Riga post office No. 50 located in the shopping centre Origo, 2 Stacijas laukums, Riga from 8 AM to 7 PM on the 5th of October 2018.
The stamp block has been designed by the Moldovan artist Daria Maier who has depicted the heroes of the national epics of Latvia and Kyrgyzstan on the stamps. One of the stamps features the main hero of the Latvian epic poem Lāčplēsis by Andrejs Pumpurs, and the other stamp portrays Manas the Great, the hero of the Kyrgyz epic poem.
The print run of the stamp block is 25,000 copies and the face value of each stamp is € 1.10, which corresponds to the cost of sending a regular Class A letter weighing over 500 grams within Latvia. The release of the stamp block is accompanied by a special cover with a print run of 1,000 copies.
The 18th of March 1993 is considered to be the day of the establishment of diplomatic relations between Latvia and Kyrgyzstan; therefore Kyrgyz Express Post has initiated the issue of a joint release of the two countries.
