Ravshatzim and Standby Teams - The Local Shield of the State of Israel
The Ravshatzim (Civilian Military Security Coordinators) and standby teams form the backbone of security in Israeli communities. Their shared mission is to ensure the safety, stability, and continuity of daily life for residents, particularly in areas facing threats or with heightened security sensitivity.
Scope and Deployment
Currently, approximately 450 Ravshatzim and standby teams operate in about 430 communities across the country. This force serves urban, rural, and peripheral areas, with special emphasis on the northern, southern, and central borders. Standby teams, composed of local residents, are trained and managed under the leadership of the Ravshatz.
Roles and Responsibilities
The Ravshatzim and standby teams work together in a coordinated manner with clear divisions of responsibility:
• Community Security Management: The Ravshatz oversees security systems, develops emergency plans, and mobilizes the standby team during security incidents.
• Standby Teams: Volunteer residents trained to serve as a first-response force in emergencies, such as infiltrations, terrorist attacks, or shootings. • Emergency Preparedness: The Ravshatz and standby team regularly conduct drills and handle real-time security scenarios.
• Patrolling and Border Security: They patrol community borders, identify threats, and address potential hazards.
• Collaboration with Security Forces: They work in full coordination with the IDF, the Israel Police, and emergency services.

A Test of Resilience
On Saturday, October 7, 2023, during widespread terrorist attacks in the Gaza border region and southern communities, the Ravshatzim and standby teams acted on the front lines.
They demonstrated exceptional professionalism, courage, and determination in managing events:
• Activated emergency systems and evacuation plans within minutes.
• Repelled direct attacks on communities and saved lives.
• Operated under challenging conditions, often with personal sacrifices.
This event underscored the importance of the partnership between Ravshatzim and standby teams and their critical contribution to protecting residents' lives and daily routines.
